CLE: Pathways to Permanency

Join Andie Blackwood from the Department of Health & Welfare for this informative session on the “pathways to permanency” framework in child welfare cases. This session focuses on the use of Poor Prognosis Indicators (PPIs) and Early Reunification Indicators (ERIs) as evidence-informed tools to strengthen permanency decision-making in child welfare cases. Participants will review national research on factors associated with reunification and termination outcomes, examine how Idaho analyzed and validated these indicators using state-specific data, and explore how the Department is formalizing their use as a consistent, statewide practice.

The training emphasizes how PPIs and ERIs – across child-related, family-related, and case-related factors – can be identified early, reassessed over time, and applied thoughtfully to inform permanency planning, court recommendations, and resource allocation. Participants will learn how these indicators support timely, safe, and appropriate permanency outcomes for children and families, while reinforcing critical thinking, transparency, and shared decision-making with courts and partners.

This program will be broadly applicable to all SPD attorneys and contractors who handle juvenile or child protection matters.
