Public Defense in Idaho

The offices for 1st District Administrative Judge John T. Mitchell and the Trial Court Administrator Karlene Behringer are in Coeur d’Alene. All five counties have magistrate judges assigned to them. Bonner, Kootenai, and Shoshone counties also have district judges.

The Magistrate’s Commission selected Jay Logsdon to be the 1^st District Public Defender. Logsdon, the former interim lead public defender for Kootenai County, will manage institutional public defense offices and the contract public defenders in the 1^st District for the State Public Defender (SPD).

Catherine Enright and Ben Onosko are the Managing Public Defenders for Bonner and Kootenai counties.

The State Public Defender has contractual arrangements with public defenders in Boundary, Benewah, and Shoshone counties.

The headquarters of the Second Judicial District are in Lewiston.

The offices for Second District Administrative Judge John C. Judge and Trial Court Administrator Roland Gammill are located in Lewiston.

The Magistrate’s Commission selected Joanna McFarland to be the 2^nd District Public Defender. McFarland, a private attorney based in Lewiston, has concentrated on public defense work in the region for over a decade. McFarland will manage contract public defenders in the 2^nd District for the State Public Defender (SPD).

None of the five counties in the 2nd District have institutional public defender offices.

The State Public Defender’s office has contractual arrangements with public defenders in Latah, Clearwater, Nez Perce, Lewis, and Idaho counties.

The headquarters of the 3rd Judicial District are in Caldwell.

The offices for 3rd District Administrative Judge Davis F. VanderVelde and Trial Court Administrator Jamie Robb are located in Caldwell.

All six counties have magistrate judges assigned to them. Canyon and Payette counties also have district judges.

The Magistrate’s Commission selected Isaiah Govia to be the 3rd District Public Defender. Govia will manage the institutional public defense offices and the contract public defenders in the 3rd District for the State Public Defender.

Erik Ellis is the Managing Public Defender for Canyon County.

The State Public Defender’s office has contractual arrangements with public defenders in Washington, Payette, Owyhee, Gem, and Adams counties.

The headquarters of the 5th District Court are in Twin Falls.

The offices of 5th District Administrative Judge Eric J. Wildman and Trial Court Administrator Shelli Tubbs are located in Twin Falls.

The Magistrate’s Commission selected Ben Andersen to be the 5^th District Public Defender. Andersen, the former lead public defender for Twin Falls County, will manage the institutional public defense offices and the contract public defenders in the 5^th District for the State Public Defender (SPD).

Ira Dillman, David Stewart, and Michelle Agee are the Managing Public Defenders for Blaine, Minidoka/Cassia, and Twin Falls  counties. The SPD is in the process of hiring a lead public defender for Gooding County.

The State Public Defender’s office has contractual arrangements with public defenders in Camas, Lincoln, and Jerome counties.

The headquarters of the 6th District Court are in Pocatello.

Ashley LaVallee is the Managing Public Defender for Bannock County. Michael Morrisey is the lead attorney for Power/Oneida counties. The State Public Defender’s office has contractual arrangements with public defenders in Caribou, Bear Lake, and Franklin counties.

The State Public Defender’s Office has contractual arrangements with public defenders in Bingham, Lemhi, Custer, Butte, Clark, Fremont, Madison, and Teton counties.
